In , Emmeline was one of the youngest recipients of The Outstanding Young Men or TOYM Award, for Public Service, for devoting her life to community development and for spearheading several successful sustainable livelihood programs of Democratic Independent Workers’ Association (DIWA) Party-list all over the country.
Even while she was a student, Em already exhibited leadership qualities as was a student leader all throughout her years in DLSU until she became the Student Council President on her last year.

She is currently the Undersecretary for Legal Services and Liaison Cluster of the Department of Justice (DOJ) and is also the Undersecretary in-charge of the Inter-Agency Council Against Trafficking.
The Legal Staff of the DOJ and the DOJ Legislative Liaison Office are under her supervision, and she is in-charge of coordinating with the Office of the Solicitor General, Office of the Government Corporate Counsel, Presidential Commission on Good Government, Public Attorney’s Office, and Land Registration Authority.

Under her leadership the regional and port anti-trafficking task forces were activated and reoganized, which allowed for a more coordinated and stronger response against trafficking. Tremendous improvements in the collection and monitoring of data on trafficking in persons cases have been set in place which are necessary for a calibrated and informed response against trafficking in persons.
She spearheaded increased collaborative work with government agencies, non-government organiations, the private sector, and foreign governments which made it possible for this transnational crime to be more effectively fought.
